• Reorganize the energy services markets into a number of franchises, each worth around £ 1 billion a year.

• Those for supplying heat and electricity services to buildings and industry could be divided geographically.

• Those for supplying transport fuel services could be divided by market share.

• The franchises would be granted to Energy Service Companies for a period.

• They would have to accept Carbon Reduction Obligations, to meet declining targets.

 
• Flexibility would be provided by a Carbon Trading Market.

• The ESCos would implement - symmetrically - their choice of energy saving and supply Options.

• Their access to low cost capital would help them to meet their CROs.

• The CROs would be perfectly aligned with the Government's international obligations.
